Seizing the Moment for SNAP and Medicaid Access

Seizing the Moment for SNAP and Medicaid Access convenes advocates from states that have gubernatorial elections in 2018. It will focus on the role of administrative advocacy in increasing and protecting benefit access, particularly Medicaid and SNAP. Excessive paperwork, confusing notices, long waits on the phone and in person, and over-verification are barriers to participation. New threats like “work requirements,” as well as long-standing systemic racism, make it vital for advocates to engage on state administrative processes for benefit access in their states.
Since 2015, CLASP and the Center on Budget and Policy Priorities (CBPP) have partnered with state advocates to increase access to benefits through administrative advocacy. The project is called Advancing Strategies to Align Programs (ASAP). As an attendee of Seizing the Moment for SNAP and Medicaid Access, you’ll hear advocates’ success stories and learn how you can achieve the same results in your state.

- Sample Notices for Medicaid Expansion Enrollment – As Virginia developed their notices to send to people likely eligible for Medicaid expansion, CLASP funded consultant work to modify the notices to incorporate behavioral science research. MDRC provided input to Virginia on how to edit their notices to increase their reply rate. Below are four notices – the “before” and “after” versions. You are welcome to share these materials with your state agencies.
