CLASP Comments on Kentucky’s TEAMKY Section 1115 Pre-Release Medicaid Demonstration Application
CLASP submitted comments in response to Kentucky’s TEAMKY Section 1115 waiver application, which would allow the state to make certain health and health-related social services available to eligible adults and youth housed in state prisons and youth development centers up to 60-days prior to their release. Although CLASP was supportive overall of Kentucky’s proposal to connect incarcerated individuals with certain health services and medication prior to release, we raised concerns about the limited services available and the use of Medicaid dollars toward building up capacity within the state’s Department of Correctios health system instead of connecting individuals with community-based providers. CLASP also stressed that jails should also have the choice to opt-in to this re-entry demonstration.
