From Opportunity to Change: State Experiences Implementing CCDBG

In 2014, Congress passed the Child Care and Development Block Grant (CCDBG), reauthorizing the nation’s primary source of funding for child care assistance for low-income families. From the beginning, it was clear that the promise of the CCDBG reauthorization could not be fully realized without additional federal investment. CLASP has worked alongside numerous agencies and advocates since that time to move forward positive policies related to CCDBG reauthorization. This report and the accompanying state profiles summarize what we’ve learned from our work with stakeholders, to capture the experience of states in the months and years following the 2014 reauthorization and to inform future policy efforts.
